Palmer was first elected to Parliament in the 2006 general election as part of the PAP team contesting in Pasir Ris–Punggol GRC. He was appointed Chairman of the Government Parliamentary Committee for Defence and Foreign Affairs in 2008. In the 2011 general election, Palmer contested in Punggol East SMC and won. He was subsequently appointed Chairman of the Government Parliamentary Committee for Home Affairs and Law.
In 2011, Palmer was elected Speaker of the Parliament of Singapore. He was the youngest person to hold this position since Singapore's independence in 1965. However, he resigned from the position in 2012 after it was revealed that he had lied about his academic qualifications.
