With the number of COVID cases increasing rapidly, the Delhi government has imposed a 6-day complete. The lockdown will be in place until 5 AM, Monday, April 26. The decisions have been made in light of the increasing number of patients which has led to an acute shortage of beds, ICUs, medicines and Oxygen. The order was passed to prevent the Delhi health system from collapsing. The government has also established a set of guidelines that prohibits all social, political, sports, entertainment, cultural and religious gatherings. Only essential services will be allowed during the lockdown. Wedding ceremonies can take place with a limit of 50 people provided they apply and get the special passes issued for the purpose.

Personnel Who Should Possess E-Pass to Travel

The following personnel are required to obtain an E-Pass in order to travel during the lockdown,

  • Shops dealing with foods, groceries, animal fodder, dairy and milk products, pharmaceuticals, and other similar essential services.

  • Banks, Insurance Offices and ATMs, SEBI/stock related offices.

  • Private security personnel.

  • Print and Electronic Media Personnel.

  • Broadcasting, Cable Services, It and Internet service personnel.

  • Delivery of all essential goods including food, pharmaceuticals, medical equipment through e-commerce.

  • Petrol Pumps, LPG, CNG, petroleum and gas retail and storage outlets.

  • Water Supply, Power Generation, Transmission and distribution units and services.

  • Cold Storage and Warehousing Services. 

  • Manufacturing Units of essential commodities. 

  • Manufacturing units of non-essential commodities having onsite workers

  • Production units or services, which require a continuous process.

  • Delivery of food by way of home delivery/ take away by restaurants/ eateries.

  • Contract workers/ employees engaged for Government/ Emergency duty.

People Who are Exempted From Getting an E-Pass to Travel

The following people do not require an E-Pass to travel provided they fulfil the necessary conditions listed.

  • Pregnant women 
    On production of Doctor's prescription/medical papers can travel along with an attendant.

  • On production of valid ID card patients for getting medical/health services along with an attendant.

  • On production of valid ID card All private medical personnel such as doctors, nursing staff, paramedical, etc. and other hospital services (such as hospitals, diagnostic centres, clinics, pharmacies, pharmaceutical companies, medical oxygen suppliers and other medical & health services including incidental services/activities such as the supply of medical instruments & consumables, sanitation, security etc.).

  • On production of a valid ticket, Person coming from/going to Airports/Railway stations/ISBTs allowed to travel.

  • On production of valid Admit card Persons/students to appear in an examination.

  • On production of valid ID card Examination staff deployed for exam duties.

  • On production of valid ID card / Service ID Card / Photo, Entry Passes / Permission Letters issued by the court administration All Judicial officers/officials/staff members of all courts of Delhi (Hon'ble Supreme Court of India / Hon'ble High Court of Delhi / District Courts / Tribunals).

  • On production of valid ID card Officers/officials related to the functioning of offices of Diplomats of various countries as well as persons holding any constitutional post.

  • On production of valid ID card Electronic and Print Media.

  • On production of valid ID card Officers/officials of Government of India, its Autonomous/Subordinate offices and PSUs, as per the restrictions imposed by Government of India.

  • On production of valid ID card
    Officers/officials of GNCT of Delhi/Autonomous Bodies/Corporations involved in emergency services such as

    1. Health and Family Welfare and all related medical establishments,

    2. Police, Prisons, Home Guards, Civil Defence, Fire and emergency services

    3. District Administration, Pay & Account Office, GAD

    4. Electricity, Water and Sanitation,

    5. Public Transport (Air/Railways/Delhi Metro/Buses) including all incidental services/activities essential for smooth functioning of all modes of public transport (such as handling of cargo, ticketing, air freight station, CFS, ICD etc.).

    6. Disaster Management and related services,

    7. NIC, NCC and Municipal services, and all other essential services.

  • Inter-state and intra-state movement/transportation of essential goods.
